[SOLVED] A background process using a significant amount of CPU power stops immediately when I open task manager. Is there a way to identify what's doing thing?

It started a day or two ago. Three threads (I think?) jump from nearly 0% to 100% and go back as soon as I open task manager to try figure out what's causing it. My first thought was a virus or bitcoin mining trying to hide itself (though isn't that done on GPU's?), but Windows' Defender came up empty handed.
I know certain OS apps, like automatic VIRUS scans behave similarly, stopping when you click or type, but this culprit seems to only react to opening the task manager. It also doesn't start again until task manager has been closed for a while.

I always enjoy Amos' writing, he does a great job of walking through topics in depth and explaining each step of the way. It looks like he's starting a new series to work through all of this year's Advent of Code problems, which will probably be a good read for people interested in Rust (whether you already have experience with it or not).
Only the first day is up so far, but the overall series page is here, and individual links:
I'll update this post with new links as the new parts come out, and possibly bump it occasionally.

I asked in another thread about the best games you played this year, which is a question that tends to surface highly polished and often highly familiar gaming experiences.
This thread isn't about "best" but about the most interesting -- games that did something different or odd or tried something new. They didn't have to necessarily succeed at that, and they can be very rough around the edges or even outright bad -- what matters is that they went out of their way to offer something very much their own.

I'm a sucker for languages and lately I've been wanting to learn a sign language (not specificallly ASL as I put in the title, I'm open to learning any local flavour).
And well, with COVID and everything, I figure this may be a good opportunity to do this with someone else and have someone to talk to. So, is there anyone on Tildes who would be willing to have regular informal video chats, where we talk and you try to teach me as we go? (And of course I can accommodate by text if needed)
No hard commitment, this can just be something we try once and if it's boring for either of us we don't have to continue :) But I'm hoping it'll be fun enough to be a regular thing!
PS. I can teach you French in return if you are interested!
